REQUEST FOR QUALIFICATIONS PROFESSIONAL ENGINEERING SERVICES

The City of Ellington requests qualifications for preliminary engineering services and subsequent engineering design and inspection services where the consultant may need to perform surveying, geotechnical investigations, hydraulic, and historic preservation services/permits to assist in a proposed project to be partially financed with FY 23/24 Community Development Block Grant (CDBG) funds for General Infrastructure. The proposed project consists of, but is not limited to, paving and overlaying several streets, including Freeman Ave., Temple Ave., at least four segments of Cemetery Road, Skyview Drive, Rustic Lane and Woodlawn Terrace, within the city of Ellington, as well as the installation of drainage in areas of need. The estimated cost of this project is $433,000.00.

Information provided to the City of Ellington must include:

1.                  The specialized experience and technical competence of the firm with respect to street and transportation improvements or related work;

2.                  The capacity and capability of the firm to perform the work in question, including specialized services, within a period of twenty-four months from the project start date;

3.                  The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules;

4.                  The firm’s proximity to and familiarity with the area in which the project is located;

5.                  References from previous clients of related work with the firm within the past five years; and,

6.                  Documentation of compliance with E-Verify requirement.

The firm will be selected based on the above qualifications. Once the most qualified firm is selected, a cost for preliminary engineering, surveying, geotechnical investigations, hydraulic, and historic preservation will be negotiated separately from the cost for engineering design. Contracting for these activities shall occur separately and costs/payments associated with each will be clearly defined. Contracts executed for engineering design, construction inspection, surveying, geotechnical investigations, hydraulic, and historic preservation services shall be contingent upon the award of the grant and commitment of all project funds.
