Carter County, Missouri, requests qualifications for preliminary engineering services, cost estimate, and subsequent design and inspection services to assist in a proposed project to be partially financed with Community Development Block Grant (CDBG) funds. The proposed projects consist of improving (7) seven low water crossings within Carter County, with a previously provided estimated cost of $2,086,000.00.
· Carter 164 near Carter Route P: Estimated total cost $259,000.
· Carter 259 (South): Estimated total cost $350,000.
· Carter 259 (North): Estimated total cost $350,000.
· Carter 123 near Carter Route D: Estimated total cost $259,000.
· Carter 327 (Elm Springs Road): Estimated total cost $350,000.
· Plum Street in Fremont: Estimated total cost $350,000.
· Carter 217 near Carter Route F: Estimated total cost $259,000.
Information provided to Carter County must include:
· The specialized experience and technical competence of the firm with respect to street and transportation improvements or related work.
· The capacity and capability of the firm to perform the work in question, including specialized services, within a period of twenty-four months from the project start date.
· The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules.
· The firm’s proximity to and familiarity with the area in which the project is located.
· References from previous clients of related work with the firm within the past five years.
· Documentation of compliance with the E-Verify requirement.
The firm will be selected based on the above qualifications. Once the most qualified firm is selected, a cost for preliminary engineering will be negotiated separately from the cost for engineering design. Contracting for these activities shall occur separately, and costs/payments associated with each will be clearly defined. Contracts executed for engineering design, construction inspection, surveying, geotechnical investigations, hydraulic studies, and historic preservation services shall be contingent upon the award of the grant and commitment of all project funds.
