The City of Doniphan will hold a public hearing on Monday, April 15, 2024, 3:30p.m. at City Hall located at 110 North Grand Avenue to discuss the city's submission of an application for the Community Development Block Grant-Disaster Recovery (CDBG-DR) 4317 program.  The city is interested in obtaining all citizens’ input on community development needs within the city related to the flooding disaster in 2017 under DR-4317.  As part of the hearing process, citizens will be asked to verbally assist in the completion of a Needs Assessment document.  The document will detail what the residents feel are the strengths and weaknesses of the community.  The city needs as much local participation as possible to reflect the true desires of the community, as well as the comments relating to the proposed project application.  The State has established a maximum application request for each finding category.  Activities that are eligible for funding include Infrastructure in Support of Affordable Housing and Housing Recovery, Downpayment Assistance, Local Voluntary Buyout Including CRIB and TRA, Housing Counseling, Homeowner Rehabilitation, and Multi-Family Housing, and others allowed by law.  At least 51% of the funds must be used to benefit low-and-moderate income persons.  No displacement of persons will be proposed.  The city is proposing to facilitate the construction of six three-bedroom multi-family (duplex) rental housing units.  The proposed project sites are located near the corner of Lafayette and West Summit Streets, as well as along Albert Street. The total project cost is estimated at $1,575,000.  The city proposes to contribute no cash or in-kind match.  Private party funds contributed to the project total approximately $50,000.  Exactly, $1,525,000 in grant funds are needed to make up the balance.   The project, if funded, will benefit at least 51% low/moderate income persons.  All citizens, including those in the targeted area, are encouraged to attend to comment on the proposed activities.
