The City of Ellsinore will hold a public hearing at 5:15 on July 22nd, 2024 at Ellsinore City Hall, located at 11 W Cleveland Ave, Ellsinore, MO 63937, to discuss the submission of an application for the Community Development Block Grant (CDBG) General Infrastructure program for FY 23/24 competitive program funding.  The City of Ellsinore is interested in obtaining all citizens’ input on community development needs within the city.  As part of the hearing process, citizens will be asked to verbally assist in the completion of a Needs Assessment document. The document will detail what the residents feel are the strengths and weaknesses of the community. The City of Ellsinore needs as much local participation as possible in order to reflect the true desires of the community as a whole, as well as comments relating to the proposed project application. The State has established a maximum application request for each category. 

Activities that are eligible for funding include the improvement of Community Facilities, Demolition, General Infrastructure, and others allowed by law. At least 51% of the funds must be used to benefit low-and-moderate income persons. No displacement of persons is anticipated.

The City of Ellsinore is proposing to provide an asphalt overlay of sections of 12 city streets and drainage upgrades for the estimated total cap amount of $500,000: Elm, W Broadway, N Cane, Mineral, Noble, E and W Arnold Streets and Stone, Bryan, E and W Grand Avenues. The request amount will also include engineering and administration fees to be paid by the grant.  The project, if funded, will benefit the 67% of low to moderate income persons within city limits.  All citizens, including those in the targeted area, are encouraged to attend to comment on the proposed activities.
