Wayne County requests qualifications for preliminary engineering services and final engineering design involving construction of fiber-optic network within a specified boundary. Wayne County has been awarded Community Development Block Grant (CDBG) funds for this project. The selected firm will perform subsequent full engineering design services, along with construction inspection services.
Information provided to the County must include at a minimum:
The specialized experience and technical competence of the firm with respect to Fiber Optic/Broadband Improvements (25 pts)
The capacity and capability of the firm to perform the work in question, including specialized services, within a period of twelve months (25 pts.)
The past record of performance of the firm with respect to such factors as control of cost, quality of work, and ability to meet schedules (25 pts.)
References from all previous clients involved with the firm within the past five years and the ability to begin work immediately (10 pts.)
References and experience of previous work on federal and state grant projects (10 pts.)
Documentation of compliance with E-Verify requirements (5 pts.)
The firm will be selected in accordance with federal and state procurement procedures. Respondents will be scored on the above criteria based on a 100-point scale. The most qualified competitor will be selected, subject to negotiation of fair and reasonable compensation. The full contract design executed from the preliminary engineering report, shall be contingent upon commitment of all project funds. Once the most qualified firm is selected, a cost for preliminary engineering design, design, and construction inspection services will be negotiated separately. Preliminary engineering design must be complete within 30 days of selection notification. Contracting for these activities shall occur separately and costs/payments associated with each will be clearly defined.
