The City of Naylor, situated in the southeast corner of Ripley County, is administered by Mayor Bernard Allen and a four-member city council. City offices are located at 201 N. Front Street. Economic development for Naylor is coordinated by the city and the Ozark Foothills Regional Planning Commission.

     According to the 2000 census, Mayor Owen serves a population of 610. Naylor has one full-time policeman. Fire insurance ratings for the city are 8 inside the city limits and 10 outside the city.

      In 1999, Ripley County's per capita income was $14,190. The unemployment rate of Ripley County is 5.8 percent with an available workforce of 5,299. Only 305 people in Ripley County are unemployed, while 4,994 have gainful employment. The average hourly wage for the county is $9.29 per hour in the manufacturing sector, and $7.39 in non-manufacturing. Two of Naylor's major employers are R&W Trailers and Naylor Fabric. The county's other major employers include Vitronic, an industrial manufacturing facility, employing 163; Current River Nursing Center, with 110 employees; Ripley County Memorial Hospital, with 107 employees; and Missouri Forge, an industrial manufacturer, which employs 80 people.

     Ozark Border Electric Cooperative, headquartered in Poplar Bluff, provides electric power for the City of Naylor. The city provides water for its residents from its well and through an arrangement with Ripley County PWSD#2. The water plant has a capacity of 322,000 gallons per day, with peak consumption at 110,000 gallons per day. The plant has a storage capacity of 55,000 gallons. Sewer services are provided by the city through its oxidation ditch. The plant has a capacity of 80,000 gallons. Residents obtain natural gas through United Cities Gas Company in Caruthersville.

     The residents of Naylor receive telephone service from Alltel in Naylor. Residents and businesses obtain internet service from a local internet service provider in Poplar Bluff.

Picturesque meadow just outside of Naylor, MO     There is one medical clinic in Naylor. Folks utilize Ripley County Memorial Hospital, a 30-bed facility located in Doniphan, 15 miles away.

     The nearest public community college, Three Rivers Community College, is located in Poplar Bluff and boasts an enrollment of 2,824 (fall, 2001). Arkansas State University, a public four-year college located in Jonesboro, AR, is the nearest higher learning facility. Fall, 2001, enrollment for the university was 10,572 students.

     Residents in Naylor and Ripley County travel Missouri Hwy. 142, H and W. The Doniphan Municipal Airport, with a 3,000-foot runway, is 19.7 miles northwest of the city. The nearest commercial airport is Jonesboro Municipal Airport, 80 miles east.

A quaint country lane, just outside Naylor, MO    Folks in Naylor get their local and national news from a daily and a weekly newspaper. Residents worship at one of the seven churches in town. The community is proud of its public library and two public parks.

     Current River is the nearest public access river. Residents and tourists enjoy camping, fishing, hiking/fitness/nature trails, motor boating, canoe and tube floating, swimming, and water skiing. Average temperatures for Naylor range from 24 degrees Fahrenheit in January to 91 degrees Fahrenheit in July. The area sees an average rainfall of 46 inches per year.

     The city is represented by 153rd District State Representative Mike Dethrow (R) and 25th District State Senator Rob Mayer (R).  U.S. Representative Jo Ann Emerson (R) represents Naylor in the Eighth Congressional District.
